How many people can fit on a bike--and should they all be there?

"Look at this very typical picture of the pier where our ferry landed each day. 4 people on a moped! They think nothing of it, at least not in smaller places like this island. In Pattaya they now have a helmet law for mopeds - but only for the driver, not the passenger."

Proving? Perhaps, that with fewer safety laws, more people will pile onto bikes...
